Hellscream expects an armada of ships for his invasion, but the docks here are weeks behind schedule. Costs are rampant and quality is poor. Corruption is the problem, <name>! And I need you to root it out.

The Foebreaker, a warship berthed at the northwest pier, should have been outfitted days ago. Something reeks. Go there and oversee the construction yourself.
